The DATAR as part of its review Territory 2040 prepared a summary to understand the challenges the EU will face in the development of its budget on the cohesion of the Union.
It falls primarily on fundamental political cohesion of the Union and reiterates its currently represents 36% of the EU budget . Cohesion policy is being implemented only in the context of national or regional programs that are negotiated between the Managing Authority, the Member State and the Commission. DATAR recalls that major funds on community cohesion are: Cohesion Fund, European Social Fund (ESF) and the European Development Fund (ERDF) . These funds operate under three objectives: convergence, regional competitiveness and employment, and territorial cooperation .
DATAR then provide a lighting looking for debate on cohesion policy . It uses the scenarios territorialized made under the ESPON ( draft 3.2, Scenarios On The Territorial Future of Europe in 2030, published in 2007 ) and presents a set of scenarios in two variables, competitiveness through integration through EU sectoral policies, and cohesion through a decentralized approach and solidarity . The scenario called "European " is the combination of the best aspects of other scenarios. The EU budget is higher, thanks to the virtuous circle of sustainable development (growth, cohesion and environmental protection). Regional potentials are multiple technological innovations are on the Metropolitan more numerous and better distributed, other regions favor the development of their natural or cultural resources. The OMC has been extended to areas such as regional and territorial development, education, health, childhood, in a combined approach with community support: the political cohesion occurs in every region, although with an intensity following decreasing the wealth of them.
DATAR proposes that:
- menu of actions funded by EU funds is limited to ensure a concentration sufficient.
- funds to meet strategic level territorial declined.
- Training Council ad hoc keeps track of strategic cohesion policy, and ensure horizontal coordination with other Community policies
- Of cooperation programs with better financially networks today provide capitalization and dissemination of expertise in regional development ,
