François Fillon convened an Interministerial Committee for Cities February 18, 2011 to reiterate its willingness to "strengthen the city policy."
He presented an overview of some features and updated the roadmap of each department concerned with government actions in support of priority areas in six policy directions

1 - Mobilise public policy priority in favor of the residents

• The employment

• 15 000 "autonomy contracts" to support young people 16 to 25 years away from employment;
• Develop alternate
• Strengthen sponsorship

• The education

• Extension Educational Success Program (ERP), and testing for the 16 - 18 years, as health priorities, prevention absenteeism and dropout and parenting support;
• Strengthening the fight against school dropout (see the dedicated website http://decrochage.i.ville.gouv.fr to form a database and a compendium of best practices for professionals);
• 1,500 new seats in September 2011 in boarding schools of excellence, and from 3000 to 5000 spaces created in residences for Success (for students);
• guarantee access to courses of inner-city youth (mobilizing delegates Prefect);
• 1 million euros Additional strung for Success, a total of 8.6 million euros for this device youth access to higher education.

• safety and crime prevention

• four action plans: the fight against drugs, fight against crime in public transit, fight against gangs and violent struggle against the burglaries.

2 - Run Act II urban renewal and accompany the release of a NERP

• the Minister of the City was mandated to discuss with relevant stakeholders to the needs, methods of intervention and funding needed to pursue urban renewal. He must submit proposals by fall 2011.

3 - Place the urban policy and urban renewal in Ile de France in the heart of the Project Greater Paris
The inseparability of these two policies within Maurice Leroy, Minister in charge of the City and Greater Paris has been endorsed.

4 - Supporting those on the ground

The perpetuates the VIC device delegate of the prefect, and recognizes the value of associations, social mediators and guardians. The role of resource centers in the city policy is confirmed with the announcement of a new national framework and a forthcoming meeting with the Minister.

5 - Strengthen contracting and regionalization of urban policy

• A political partnership: the CNV and the national associations of elected representatives will be involved in the issues and key issues of urban policy
• A policy that concentrates its efforts on priority areas: the SGCIV will make proposals by June for the arrangements to better identify and target funds for districts priority.
• A policy of solidarity: the common urban policy should be addressed specifically in the reflections on the financial equalization and the European policies need to be mobilized.

6 - Experiencing the challenges for priority neighborhoods

33 CUCS benefit from a new experiment, to mobilize the law with specific commitments in employment, education and safety (list unpublished). It was not until 2014 and the evaluation of this experiment, for a possible generalization of the device.
