The Decree of December 23, 2010, establishing rules for the organization and functioning of the National Agency for the involvement of employers in the construction effort (Anpeec) has been published thus ending the reform of the governance of a % housing.
Soft Law (Law of Mobilization for Housing and Fight against Exclusion) of 25 March 2009 has reformed the 1% housing giving the Anpeec an assessment mission and increased control.
On 23 December 2010 the decree establishing the rules of organization and functioning of the Anpeec was published. It provides that the agency is managed by a board whose composition is entirely spent as wards of the state. The President of the Board is appointed by decree, and operation of the agency is insured by a di rector general appointed by Housing Minister, after consulting the Board.
There shall be a standing committee , whose members are appointed by joint order of Ministers responsible for budget, economy and housing. This committee defines among other doctrine in the control and follow-up findings.
